Quoted from the bylaws of Kern County H&I:

"The purpose of the Kern County Hospitals and Institutions Committee (H&I) is to carry the message of Alcoholics Anonymous to the alcoholic who is confined in a hospital or institution.  H&I is a service committee as defined in the Ninth Tradition of Alcoholics Anonymous; 'AA as such, ought never be organized; but we may create service boards or committees directly responsible to those they serve.'  H&I's chapter as stated in the Fifth Tradition of AA;  'Each group has but one primary purpose- to carry its message to the alcoholic who still suffers.'"
